I tried to deploy my flask app using gcloud, gunicorn. But when I wrote the app.yaml like below, it didn t work.

As the flask documentation suggest you should run you gunicorn command as https://flask.palletsprojects.com/en/2.3.x/deploying/gunicorn/

# equivalent to  from hello import create_app; create_app() 
$ gunicorn -w 4  hello:create_app()

Wrap your create_app command with quotes.

so your app.yaml get like this

runtime: python
env: flex
entrypoint: gunicorn -b :$PORT  flask_todo:create_app 

runtime_config:
  python_version: 3

manual_scaling:
  instances: 1
resources:
  cpu: 1
  memory_gb: 0.5
  disk_size_gb: 10
